Security Arrangements Made to Prevent Recurrence OF Communal Violence in Assam

Sufficient security arrangements have been made by the security forces in the vulnerable areas of Assam to prevent recurrence of communal violence incidents in future. Presenting the Ministry’s Report Card for the month of August in New Delhi today, the Union Home Minister Shri Sushil Kumar Shinde said that normalcy is returning to Assam gradually and people are going back from relief camps to their native places.

The Swearing in Ceremony of the Vice-President of India on August 11, 2012 was organized by MHA.

2. On August 04, 2012 I witnessed the swearing in ceremony of Gorkhaland Territorial Administration (GTA) at Darjeeling.

3. On August 04, 2012 I had review meeting at Pune with Chief Minister, Home Minister and senior Police Officers regarding Pune Blast investigation.

4. On August 13, 2012, I visited Assam to review the security, relief and rehabilitation measures undertaken for inmates staying in relief camps in the riot affected areas of the State. I visited relief Camps in Kokrajhar and Dhubri Distt.

Internal Security:

5. On August 23, 2012, Cabinet approved the amendment to the Unlawful Activities (Prevention) Act, 1967 (UAPA). Bill is in Lok Sabha for consideration and passing.

6. On August 08, 2012 Prosecution Sanction was issued for filing the supplementary charge-sheet by NIA against two accused under the Unlawful Activities (Prevention) Act, 1967 in the Samjhauta Express Bomb Blast case

7. On August 22, 2012, sanction for prosecution was issued for filing the Charge Sheet by NIA against 05 suspected members of banned organization CPI(Maoist) who had entered into a criminal conspiracy to wage war against the State, collected explosive substances had prohibited ammunition and a huge amount of money in a concealed manner.

8. On August 22, 2012, a case against the operatives of the Babar Khalsa International (BKI) has been entrusted to the NIA under section 6(5) of NIA Act, 2008 for investigation. These operatives have been receiving funds from United Kingdom based Babar Khalsa International to commit terrorist acts in India with active material and logistic support from Pakistan based BKI leaders.

9. Special Cell of Delhi Police has filed a charge sheet against one accused on July 31, 2012 in the case of blast in a vehicle belonging to the Embassy of Israel in Delhi on March 06, 2012.

North East:

10. On August 7, 2012, I had a meeting with a delegation of Members of Legislative Assembly of Nagaland (all 60 members) headed by Chief Minister Nagaland to discuss Nagaland Peace Talks.

11. It is unfortunate that the recent violence caused by the ethnic Groups in Assam has been given communal colour and has resulted heavy loss of lives and displacement of people to relief camps. I am happy to note that normalcy is returning to Assam gradually and people are going back from relief camps to their native places. Sufficient security arrangements have been made by the State Police in vulnerable areas. Due to rumour mongering thousands of people belonging to North Eastern States returned to their home from Southern States. Steps taken by these States have enabled them to go back to their places of work and studies and things are normal now. I had requested the State Governments to take all possible measures to prevent recurrence of such incidents in future.

Jammu and Kashmir

12. On August 22, 2012, the 10th meeting of Project Approval Committee (PAC) was held in which proposals of IL&FS Skill Development Corporation (ISDC), Apollo Technical Education Foundation (ATEF), Hindustan Aeronautics Limited (HAL) and ONGC to train 3875 candidates from J&K under the Special Industry Initiatives (SII) scheme were approved.

13. An amount of Rs.74.95 crore and Rs. 8.06 crore under Security Related Expenditure scheme was reimbursed to Government of Jammu & Kashmir on August 09, 2012 and August 22, 2012 respectively.

Central Armed Police Force (CAPF):

14. Sanctions amounting to Rs. 65.51 crore were issued for acquisition of land and Rs.121.23 crore for construction of office and residential buildings of CAPFs.

15. An amount of Rs.2.20 crore has been sanctioned as ex-Gratia Compensation to the NOKs of CAPFs in 21 cases.

16. An amount of Rs.6.06 crore was released to all CAPFs/CPOs on August 09, 2012 for the welfare of CAPFs/CPOs personnel. Another amount of Rs.15.00 crore was released to all CAPFs on August 21, 2012 for the welfare of CAPFs personnel.

17. 15 Companys (Coys) of CAPFs were deployed for law and order duties in Assam in addition to 65 Coys of CAPFs already deployed in the wake of communal violence in the Bodo area. The situation is constantly being reviewed in close coordination with and Government of Assam to maintain the order in the State.

Border Management:

18. Indo-Bangladesh Border - 70 Km of floodlighting was completed in the month of August, 2012.

19. Indo-China Border - Government has sanctioned 27 ITBP priority roads along Indo-China border totalling 804 Km. Out of these, construction work of one road has been completed and the work on 23 roads is in progress. 14.64 Km formation and 1.63 Km of surfacing have been completed during the month of August, 2012. The cumulative figures as on date are 533.33 Km formation and 175.36 Km surfacing completed.

20. Border Area Development Programme (BADP) - An outlay of Rs.990 crore has been earmarked in the budget of 2012-13 under BADP for 17 border States. As on date, Rs.515.84 crore (52.10%) have been released to 13 States.

Disaster Relief:

21. During the month of August 2012, 1636 personnel, 167 Boats, 9 Inflatable/FRP boats with OBM along with other related equipment of National Disaster Response Force (NDRF) were deployed for emergency response and rescue in the flood prone States of Assam, Andhra Pradesh, Jharkhand, West Bengal, Kerala, Maharashtra, Gujarat, J&K, Punjab, New Delhi, Uttrakhand and Bihar.

NAXAL MANAGEMENT:

22. On August 6, 2012, an amount of Rs. 853.03 lakh was released under the Security Related Expenditure (SRE) Scheme to the Left Wing Extremism affected States of Andhra Pradesh (Rs. 469.96 lakh) and Uttar Pradesh (Rs. 383.07 lakh) as reimbursement of the expenditure incurred by these States on anti-naxal operations for the year 2011-12 . Further, an amount of Rs. 1531.34 lakh was released to the State of Odisha on August 24, 2012 as advance under the Security Related Expenditure (SRE) Scheme for execution of the Annual Work Plan 2012-13.

23. During the period from July 24, 2012 to August 22, 2012, 07 advisories/alerts were issued to the concerned State Governments.

Census 2011:

24. Data processing has been completed for more than 26 crore out of a total of 27 crore Population Enumeration Schedules.

Creation of National Population Register (NPR):

25. The capture of biometrics, using UIDAI enrolment software, is in progress and, as on date, biometrics has been captured for more than 4.85 crore persons.

Others:

26. Government has declared Students Islamic Movement of India (SIMI) as an unlawful association on February 03, 2012 under the provisions of Unlawful Activities (Prevention) Act, 1967. The Tribunal constituted under the said Act vide its order dated August 01, 2012 has confirmed the declaration.

27. Cabinet Committee on Political Affairs on August 03, 2012 approved 118th Constitutional Amendment Bill, 2012 to insert a new Article 371-J in the Constitution to provide for special provision in respect of erstwhile Hyderabad-Karnataka Areas of the State of Karnataka and additionally Bellary district. The Bill has been introduced in the Lok Sabha on September 07, 2012.
